Who are exempted to take the Civil Service Exam?

Who are exempted to take the Civil Service Exam in the Philippines? You can acquire civil service eligibility even without taking the CS exam if you are on the following lists.

A lot of readers have been asking this question, so I decided to make a post about it and include here the list of exempted Civil Service exam takers.

According to the Civil Service Commission, there are eight different eligibility under special laws. You may not need to take the CS exam anymore if you have been granted any of the following entitlements:

Note that some categories are not the same or equivalent as the Professional and Sub-professional eligibility. Also, note that different eligibility has appropriate government position levels because every specific job in the government has different eligibility requirements.

The Following are Exempted to Take the Civil Service Exam in the Philippines

Bar and Board Exam passers:

  • Bar Exam Passers – if you passed the Bar exam conducted by the Supreme Court
  • Board Exam – if you passed the board exam or licensure exam given by the PRC

Under this list, you should be required for appointment to positions practicing your profession, have completion of bachelor’s degree and have professional license. Read more at RA 1080.

Honor Graduates:

Under PD No. 907, these are college honor graduates such as:

  • Summa cum laude
  • Magna cum laude
  • Cum laude

Electronic Data Processing Specialists:

Under CSC resolution 90-083, these are those who passed the proficiency test or training course given by the National Computer Center for Computer Programming, System Analysis and Design, Java, MS Access and Visual Basic.

This eligibility is suitable for computer related job positions in the government such as IT/Management Information System Group,Data Encoder, Data Machine Operator, Auxiliary Machine Operator, Data Encoder-Controller, Computer Programmer, Information Systems Analyst, and to other positions determined by the CSC.

Scientific and Technological Specialists:

Under PD 997, these are persons with highly technical education recognized by CHED with specializations in any of the following scientific and mathematical fields:

Skills Eligibility – Categories I & II:

Under CSC MC 11, section 1996, as amended, these people may be granted skills eligibility:

Note that skills eligibility are not equivalent/comparable to Career Service Sub-Professional and Sub-Professional eligibility.

  • Category I includes TESDA skills test passers
  • Category II includes completion of 1 year very satisfactory actual work performance under temporary status of appointment

Veteran Preference Rating:

Under Executive Order 790, 10 points may be added to the failed exam of a veteran, or his/her spouse, or any of their children. Failed exam such as:

  • Career Service Professional or Sub-professional
  • Fire Officer
  • Penology Officer

Barangay Officials:

Under RA No. 7160, this includes:

  • Elective Barangay Officials: Barangay Captain, regular Sangguniang Barangay Members, and Sangguniang Kabataan Chairmen
  • Appointive Barangay Officials: Barangay Treasurers, and Barangay Secretaries who were appointed by the duly elected Punong Barangay.

These persons must be considered suitable for appointment to first level positions in the career service including those in the Fire and Jail Bureaus, except positions determined by the Commission.

Barangay Health Workers Eligibility:

Under RA 7883, these people are local health workers of the barangay and has completed at least 2 years of college degree and 5 years of continuous and satisfactory service as an accredited BHW. The BWH is suitable for first level positions in the government service except for categories classified by the Commission.

Barangay Nutrition Scholars:

Under PD 1569, this is granted for barangay-based volunteer workers who have at least 2 years of continuous satisfactory nutrition services and related activities required by the commission.

This is suitable for first level first level eligibility and may be considered for appointment to positions which do not require written examination, provided the appointee meets the education, training, experience, and other requirements of the position.

In order to have the certificate of eligibility, you must file your application to claim it at the CSC office by submitting the requirements.

  2. Hi Po mam, pwd po ba magtanong? I’m a Cum Laude po at nkuha ko na yong Honor Graduate Eligibility (HGE) Certificate ko. Tanong ko lang kong anong level po ba kung HGE ka? Secon Level, First Level, Professional, or Sub- Pro?

    1. The HGE shall be considered appropriate for first and second level positions in the government that do not involve practice of profession and are not covered by Bar/board/other special laws.

  4. Hello, I successfully passed the criminology board examination last April of 2012, but I really wanted to try taking the civil service exam. Would I still be allowed to take the exam even if i am exempted? How does that work?

    1. Pwede mong subukan ang CSC exam tapos yon ang gamitin mo pag mag apply ka sa government maganda yon kasi di kana kailangang mag renew ng license gaya ng sa PRC ganon din kasi ginawa ng kasama ko Board passer na sya tapos kumuha din ng CSC Professional. trip lang daw nya di ba Zy.

  5. Hello po Mam, IT graduate po ako then I took up the cs exam last oct 2014 but unfortunately I didn’t pass the exam. Ask ko lang po kung pwede pa rin ako mag-apply sa Gov. Esp sa BIR. since nag-OJT po ako dun before. Please reply po. Thank you! 🙂

    ask ko lang po if as of now, exempted p rin ung graduate cum laude in a 4 year course with level 2 accredited by ched. ?
    I graduated cum laude last 2013 and i thought i am automatically exempted for csc exam but when i went to csc office, may list cla ng mga chosen courses for exemption. .na disappoint ako kac wla dun ang course ko and when i asked bakit wla, they said, hindi approve ng ched. . me ganon ba tlaga.?? kelangan p ng accreditation?? nakakasama ng loob kac, sa batch 2013 lang nahinto ung exemption. . .

        1. your PRC license is equivalent to professional eligibility if you’re at least 4 years study in college while,if you have only less than 4 years study in college your PRC licence is only equivalent to subproof. (RA 1080,RA 1844)
          1. Subprof-meaning you could be promoted only to non-managerial positions.
          2. Prof.-meaning you are qualified to managerial positions (note: if you are a civil service CSE prof.passer you must be have a master’s degree,But if you are a PRC holder you are exempted for master’s degree but if you have a master’s degree w/PRC much better.) Ref.: CSC Resolution no.1300979 of MC No.14,s,2013

    I am a sub-professional passer. And im begging for my prof exam to pass. For how many times i took the cs prof exam but it was not favorable on my side. For your info, I exerted effort enrolling in review centers for 3 different centers but until now i didn’t make it. Sometimes i doubt & i feel it’s not fair already. I’m really determined to pass as you can see in my records of application. I cannot count on my fingers now. I’m already 15 years serving the gov’t as permanent employee and i also need to advance or promoted because all these years i’m performing jobs above my level & my salary is only my plantilla of course.. The reason why i can’t get the item or promotion because of this prof exam. I already passed the specialized exam given to our agency but it’s just that my prof exam that hinders everything in me. What other thing can i do. As i have read all the exemption? Can you include also above 15 yrs of service as permanent employee to gov’t office can apply also for the conversion for automatic cs prof holder. Or if possible can you give special exams for 10 yrs above serving as permanent employee to the gov’t.

    Hope that, this can reach the higher ups or the president of the civil service.

    2. We almost have the same problem, sub-prof, permanent status in the government, Me? since 1997 months after my graduation working in the Government but cannot seek higher wages or higher position. I also tried Prof exam 3x but failed.
      With this post, I may try to apply at DOST using PD 997 as a Computer Engineering graduate…I don’t know if my experienced as to my item got as Clerk but mostly or in any case like PC maintenance & Networking in the office I did.
      I don’t know if I apply for the CSC Eligibilty using PD 997 and proved my capability in line to my profession. Government Service plus my outside experienced with an internet cafe, Electronic and computer services business in our place. I may try to comply the requirement soon…

Graduate po ako ng BS Industrial Education,matagal na ako nagtuturo sa Kolehiyo, Ask ko lang po kung pwede po ba ako ma exempted sa pagtake ng civil service kc po meron na akong 5 NC II ng tesda ( National Certificate II) plus my Trainors Methodology 1 po ako. Kung sakali po exempted wat po requirements.W8 ko po response nyo. God Bless po.

    1. You must be a LET passer kc yung position mo is covered by Board under RA 1080. kahit CSE Prof.passer ka kung hindi ka LET passer pwede kang maglabag sa Teachers Professionalization Act of 1994 of RA 7836 Sec. 26 & 25. at merong kaukulang penalty sa Sec. 28.

If I am exempted, how to file in order to get the certificate of eligibility. Maam Marifel is it credited to all schools for the exemption of the CSC Exam if you are graduated Cum Laude even your school is a private institution?
